Leviathan, as well as the Capitol Imperialis, are mainly used as
commandement centers in the imperial guard, it reflects one of the aspects
of the commandement chain. This kind of thing doesn't exist in Space Marines
armies - they are used to receive orders from commandement units on the
battleground, who are also fighting, not from a centralized HQ like the
Leviathan.
Here is for the background consideration, but feel free to use a Leviathan
if your command units are cowards and prefer to stay in their Leviathan ;)
