The instinct kicks in for two reasons, because it is out of command range, or because the detachment is broken. The detachment has only 5 units so it is quite easy to break.

The rampage instinct is not all that good, even if it lets the unit move to its full potential it, has to move in a straight line towards it, ignoring any terrain. If it moves through impassible terrain, the unit will probably die tying to reach its target. Further more, the unit still have to charge the closest enemy, so I think it is suffiently penalised.
