The first pass they were. The second pass saw a change to the damage
tables so that they weren't quite so bad (if you got through their
armor you damaged/destroyed a weapon).
Also keep in mind that they lack any type of shields. So unlike
Titans, where the first x number of shots are spent taking down
the shields, your first shots are immediately hitting the Ogre
(possibly stripping away guns and the like).
I also listed the table that I used to construct the armor values.
I gave Ogres an addition -1 to their armor values. This could be
removed (although if it was ... I'd remove the flash back potential
from the secondary batteries, so that any joe-blow with a Bolter
wasn't able to kill an Ogre). This would mean that only the primary's
were immune to infantry fire (so enough Infantry could get a mission
kill on an Ogre (which is not true with a Titan with remaining
void shields)).
Hopefully this would weaken them to a more acceptable level.
