Hi!
Problem is, how do you combine them with a whole bunch of rules? Also
how do you avoid people using the ploy of one elite unit with a whole
bunch of non-elites?
Sometimes reason must bend to playability. Unless you got a way to
conciliate them the before mentioned solution remains the simplest.

Infantry is infantry... all infantry should add to each other. It
doesnt make sense any other way.
