Transporting Flyers

One question about flyers that transport troops. On page 15 on the
4.1 core rules states that transporting flyers on "first fire" may
use their weapons once they land. Do they fire in the "first fire"
phase or at the point when they actually land on the ground. For
instance: I have a squad of Eldar Harlequins mounted in a Vampire
Raider, the Vampire Raider lands 4cm in front of a squad of heavy IG
troops. The Harlequins are on charge orders, with enough move to
close on the heavy troops and engage them in CC. Can the Vampire
fire on the IG squad prior to the Harleys closing or does it have to
defer it's fire elsewhere during the "first fire" phase?
