Here's a translation:
Fatum Imperator ex aequo voluntas humanitas.
It roughly equates to the will of a god (emperor) equals the will of
humanity. The actual grammar is another matter and can change the words
used and the order.
It would be interesting to see how a REAL expert would translate it. My
grasp of Latin grammar is "sucky" at best.
