[v5.0] Elite rerolls

A point I made, but seems to have been lost and isn't on the poll, is that
Elite units give the *player* a re-roll counter. The player can use that
re-roll on *any* *elite* unit. It's not 'each elite unit gets a re-roll',
which is the way implied in the poll.

Please change the wording on the poll or add another choice to the poll.
