[NetEpic ML] ASL Conversion

The ASL/Epic rules I uploaded have the vast majority of ASL rules OCR'd
and the Infantry rules finished (pending changes). The entire rule set
is in the same format as the ASL manual. If anyone downloads it and
makes changes, please pass the changes on to me. Since I don't have the
time (currently) to finish the conversion, I'm very interested in the
work anyone else may do.
