Captain Blacksquig and his Flash Gitz comes to mind.

Perhaps this would be a good use for Special characters? They merely lead
elite detachments or have the benefit of being an elite version of the
standard character (EG: Njal Stormcaller - Elite Librarian). The extra
advantage would be reflected in the cost.

Also some armies, by fluff would have little to no
elites, its not their nature. Look at orks and IG, outside VERY few
special units (even if then) could be categorised as elites.

As a way around this might it not be an idea to and some named formations
to
these armies along with some background as to why they deserve that status
for example in the IG there is "Shaeffer's Last Chancers", the Catachan
Devils that really stand out from the rest of the IG and I am sure that
their are similarly renowned/ notorious units ork formations somewhere,
then
have a restriction of how many of these renowned formations you can field
in
an army as naturally they would be unique units.
