[v5.0] Eldar suggestion

Let's annoy everyone - get rid of the Eldar free cards *and* increase the
cost of the Wind Host to 1100 (where it should be).

Now give the Eldar the special ability of being able to purchase any *one*
Host at half price. Titans and Super-Heavy hosts excepted - this applies to
Infantry, Cavalry, Walkers and Vehicles.
