No, for every FULL 3000 points, like the rules for the dominatrix, which
means you only get two with 6000-8900 points, you get a third at 9000.

Another spin on this is getting half price company cards per "x" amount
of points played. For example for every 3000 points played one company
card can be taken at half price.

Now give the Eldar the special ability of being able to purchase any

Infantry, Cavalry, Walkers and Vehicles.
