Additional suggestion for LR Crusader

The discussion about the LRCs usefulness as an assault vehicle made me remember one thing about it. In the 40k the Crusader may always fire its hurricane bolters regardless of the amount it moves. Allowing it to fire the Hurricane bolters ONLY at advance fire phase when moving at charge speed would make it better for its assault role but IMO not overtly so, since we are talking about two attack dice to 50cm with 0 TSM. How much should this addition raise the cost of a detachment if it is implemented? 50? 75? 100?
