1100? I am not an Eldar player, but I have played against them and I have
never had a problem with the Eldar army as it is (apart from the free
cards). My suggestion is up the points of the Wind Rider host by 50 points
for all craftworlds except Saim Haim and then give a small discount to the
other craftworlds for there specialist units and restrictions on what they
can take to balance it out.

Let's annoy everyone - get rid of the Eldar free cards *and* increase the
cost of the Wind Host to 1100 (where it should be).
Now give the Eldar the special ability of being able to purchase any *one*
Host at half price. Titans and Super-Heavy hosts excepted - this applies to
Infantry, Cavalry, Walkers and Vehicles.
