Special Rule: Moving Last
Being able to make the last move is an advantage and should go to the
winner of initiative. Because armies may not have equal numbers of
detachments, the winner of initiative may select one unit and have it
activate last. After the players have alternated moving their units and
his
opponent has moved any remaining units, the winner of initiative may
then
make the last move.
