Hi!

At least in Heresy it works well and offers no great unbalance. It also
gives meaning to winning initiative, since all benefits are combat
related not necessarily move related.

I agree. Who wins initiative should have the option to save one
detachment to move last, after the opponent has finished all his
(eventual) activations.
