[v5.0] Zone of Control proposal

Here's what I've come up with:

Zone of Control
You can't just ignore the enemy as you run around the battlefield - if you
get too close you either have to run right up to an opponent or let them
take a free shot as you pass by. This is known as a Zone of Control and
refers to a unit's ability to control the area immediately around it. Units
create a Zone of Control that extends for 3cm around the unit (the size of
a barrage template centered on the model). Units that are moving and units
pinned in Close Combat will not create a Zone of Control.

Units may not enter an enemy Zone of Control at any point during movement
unless they meet one of the following requirements:
        1) The moving unit cannot be pinned by the model creating the Zone of
Control. For example, tanks may ignore infantry while moving.
        2) The moving unit is on Charge Orders and moves directly into
base-to-base contact with the model creating the Zone of Control.

Units on Advance Orders must stop 3cm from the model exerting the Zone of
Control, or go somewhere else. If a model is pinned in Close Combat during
the movement phase, it's Zone of Control will immediately disappear. This
will allow other units to move around it and continue on.

        Example: A Tactical Space Marine stand is guarding a narrow valley
entrance. An Ork tank will pass by as the tank cannot be pinned by
infantry. The first Ork infantry to approach must engage the Marine in
Close Combat. A second Ork infantry may ignore the Marine, as the Marine's
Zone of Control no longer exists.


I propose the 3cm radius, as it's the same size as both the unit coherency
distance and the barrage template. Players may use the same template for
several purposes, and it makes sense that if you can't see your partner
(out of coherency) then you can't stop someone from running past, either.
On a more personal note, I like the unity of the skirmish line (6cm between
units), the ZoC (nothing can run through unless the line's broken) and the
barrage template (at maximum dispersion you can always catch 2 stands with
a barrage). It's not art, but I like it.
