[v5.0] Cost analysis done

I've finished the second go-over of the core Imperial, Eldar & Ork units,
and uploaded the file to Yahoo. Let me know if you'd like an explination of
how I got my results and I'll explicate. If the group leaders could email
me all the accepted stat changes and new units I'd appreciate it. Thanks.

Summary: I analyzed 163 units and made cost changes to about a third of
them, mostly up for vehicles and down for infantry. I stuck with the
25-point incerment, changed the size of no detachments and didn't change
any unit stats from Net Epic 4 except for the 5+ Armor Save on marines.

If the feedback from the two polls I just put up indicates a tendency to
revamping the weapon systems, I'll integrate that into my next version and
add all the new units. 'Till then, feedback is appreciated.
