Hi,

In activation phase you have to activate your battlegroups till you
fail. This means when it is your turn you will have a battlegroup
that will only move. But if you change the wording to "A player may
not voluntarily pass his activation if he didn't try to activate at
least one battlegroup" in which case you can pass your turn without a
battlegroup failing the test, if you are lucky :).
