Yes, but i see lots of cheesy ploys if he can charge
any commander, and that commander cant shoot (even though
he cant technically pin anything larger than infantry/vehicles).
I also agree with Weasel that the opponent should choose which
commander answers the challenge. Specially if the opponent has to
move his commander to meet the Champion.
