Hi!

First of all, I think the rules SHOULD adress the matter of allies.

But as far as netepic is concerned, it has not been adressed before, so it should be an optional rule before it is concidered as core! We are missing some steps in the process here, as Im afraid we are in a lot of things in this revision.

Think of this; if I wanted to introduce a new SM chapter, maybe specialised in siege warfare. In stead of bikes, this chapter had a company of basilsks and bombards. With some luck, this chaper would perhaps make it to optional status. But with this core-allies rule EVERY marine chapter can field artillery companies, and even keep the bikes!
