I specially dislike this kind of rules of super-mega-hiper charged-engines/plasma-cannon/shield-battery. Let's have a little of common sense and stay away from so many heretic thoughts. A Rhino is a Rhino. A Land Raider is a Land Raider. And if we want to use faster vehicles, then let's create them. This is a typical GW improving army rule which is absolutely innecessary.
If a SM unit needs a fast deployment, Drop pods or Gunships are used. Using experimental devices is an ork matter an even orks use them in a very restricted way. Acussations of heresy have been thrown for less than modifying an original AM design without their permission. Also allowing a 16% chance of being stopped and forcing your detachment buddies to wait for you is never a SM tactic.
I repeat, if a faster land deployment unit is needed make a new one, but don't make variations of standardized designs at low scale. This is an orkish approach, not an imperial approach. That's one of the points I have against LR Crusaders. Marines, Squats, Slann and Eldar (and provided unharmed chain of command or under hive control, IG and Tyranids also) should be reliable forces, not based on much random effects. These are for Chaos and orks.
This approach to NetEpic revision is very Dangerous, I don't like it even for optional units. It's the same as in the new E:A special CC effects. Does not make sense with the general feeling of an army.

A Blood Angels vehicle on charge orders may move an extra 10cm, but must make a d6 roll at the end of the move. On a roll of 1 the vehicle is immobilized.
