You are correct regarding barrage weapons cannot be fired while landed
with transport fliers.
Transport fliers have this advantage because it simulates the cover fire
a transport gives to "clean the area" before landing and letting out its
troops.

I think we have to put some sort of limitation here. Why transport
flyers have this advantage over other flyers? IMHO it's better to let
them fire in the Advance phase.
Another thing: barrage weapons shouldn't be fired by landed flyers.
