I think you are right. There are very few units that are both HQ and
elite, the terminator HQ being the only example I can think off, all
others shouldn't be. But then the vote is going heavily against it
anyway.

I seem to remember that we have had this discussion before. Units are
either HQ or elite. The only units thatare both are the HQ of an elite
unit, such as Termie HQ.
