Eldar Warlocks, they are command units, but are also Psychic Aspect
warriors.
Eldar are also a very elite army, so it would make sense.
Greater Daemons as well I guess.
The Inquisitor?
Squat Heathguard?
They are just a few I can think of.

I think you are right. There are very few units that are both HQ and
elite, the terminator HQ being the only example I can think off, all
others shouldn't be. But then the vote is going heavily against it
anyway.
