Necrons are (according to our fluff) full citizens of the Slann empire, so
I really can't see them firing at each other. Orks and Chaos troops fight
with each other all the time so that's normal code of conduct among them
while Tyranids have no individuality and the good for whole hive mind is
greater than what is good for a single organism.

Considering how the Imperium treats its citizens (exterminatus, human
bombs, etc.) you could say they're just as cold blooded.
