Wave serpent question

Hi, just a little question, a wave serpent can "fire" every turn right?

I mean:
1st turn: Order phase: fire the wave
           Pass the whole turn without wave
2nd turn: At start of tyrn the wave is back
               Order phase: fire the wave
           Pass the whole turn without wave
and so on.

Is right or not? The doubt is if the wave can fire in the second turn.

I get the point on Eldritch Storm, but not totally agree. However if this
are the rule then I can only smile and accept!!
