Thought I'd pipe in on this; it seems at least some of the members support the idea of having commissars in tanks.

My take on it:

1) Restricted command; a commissar in a tank or a superheavy can only take command of vehicle detachments. This is to make the "normal" commissar a viable alternative as he is able to take command of any kind of detachment.

2) A commissar in a battle tank is a support card while a Commissar in a superheavy is a special card.

3) Maximum number of commissars may not be exceeded; you are still only allowed one per company.

4) The commissar vehicle is not free; it costs as much as a normal vehicle of the type he's mounted in rounded to the nearest 25/50pts.
