I've put Commissars (& Rhino) in with all the infantry companies, Commissar
(on horseback, bike or whatever) with the cavalry companies, and nowhere else.
That takes care of the "it's now a command tank and should cost more" thing. I
also included the Commissar in with the company list in order to specificly
show which companies get a commissar and which don't.
First reason: Commissars are powerful units, very nearly on the order of the
Space Marine special characters. There aren't that many of them around and it
seems to me that they're assigned to where there are masses of men. If I had a
Commissar I'd want him in with the infantry rather than back with the
artillery - who's more likely to start running first?
Second reason: It is not specificly stated that a Commissar *must* be assigned
to a detachment in the company he arrives with - it simply states you *get*
one free. I've seen this used where a player bought two artillery companies
and used the commissars with his tactical and assault companies. This had the
effect of giving him effectively immobile artillery but six completely
independent infantry detachments (each had an HQ detachment or a Commissar),
thus negating the Chain of Command rule. I'd like to prevent this cheese and
only put Commissars where they're needed in the first place.
And a separate note: I think it should be stated that the HQ and Command
abilities do *not* transfer to anyt transporting vehicle. A Thunderhawk
carrying a Marine HQ is not an HQ Thunderhawk, and a Superheavy tank carrying
a Commissar is not a Command Superheavy. Instead, it's a Superheavy that can
move more than 25 cm away from the CHQ.
