I don't think so...
In effect if you must share the same activation you should fire when the
unit is activated for fire...
Mmmm but this should penalize too much they're HQ status...
Movement allowance is ever useful, you don't HAVE to move 20, but you CAN
move up to 20, so you can charge an enemy in a large radius, and can move
to much needing side of your unit, and still fire. Or, if you prefer you
can move 10.
