Apparently my post was one of the ones deleted by my email program. Here's a
summary, since I'm not in the mood to type it all in again.

As it stands, look at the army card. If it says (for example) "1 HQ detachment
and 3 detachments of..." then you've got four separate units to activate. If
it says "1 Champion & 10 Minotaurs" then you've got a single activation (and
the units have to stay within coherency).

IMHO, armies like Chaos and Orks need to have their leaders nearby. Armies
like Marines and Eldar are able to have their leaders go off and do nifty
stuff while the troops deal with the enemy. I'll look through the army card
lists to make sure this is a little more clear.
