It is true primarchs are overused. Every battle I have played using
chaos has had primarchs. That's why perhaps using the legion card as a
regular company card may eliminate having to use demons and greater
demons all the time.

not that unreasonable, nor is it an issue mechanics wise. I could live
with this. Plus the availability of teh Primarch models should be
considered as well.

 
Perhaps this and dividing into chaos powers is enough.
