It's not written anywhere, but logical: A marine company card represents a company (surprise!). There are 100 epic marines in the company (20 stands). According to Codex Astartes a marine chapter has 10 companies of 100 marines each, so the scale is bound to be 1:1.

With IG, it's not that evident, but IG tactical company has 160 epic guardsmen, which is fairly typical size for a infantry company. If the scale was, say, 5:1 the company would have 800 men, which is the size of a average battalion. Even at 2:1 it would be overly large.
