In the fluff the Imperials only just got airpower so the chances of the
legions having it would be slim, for balance I would let them have
Obliterators which can morph ground to air missile launchers :).

Shows Chaos troops mutating to fill a new battleield need.

 Another thing.... legions lack ANY form of AA weapon, they should
have at least one for game balance. Maybe scorpions?
