Should the Dominatrix Bio-Cannons have the "+1 on hit location
templates, Anti-Aircraft" as the Exocrine and Titan ones?

The Harridan has Bio-Cannons too, with shorter range (like other
flyers' weapons with shorter range respect their ground counterparts)
but without the +1AP (it can already shoot other flyers because it's
a floater).
