Actually Larry you may check out the PDF list for netepic, since these
represent planetary defense forces that have "rebelled". Granted the
usual slant is they rebel because they are influenced by chaos, but
nothing stops you from saying they are a "legitimate" rebellion. The
only thing you need to do to complete it is an army list for renegade
marines, not in the chaos state, but in the sense you have stated.

OK, I'll bite... I haven't played SM in so long it isn't even
funny. However, I plan to start playing NetEPIC RSN.
Mine however is a little bit different. My army is a mix of SM and
IG. I can hear the collective groaning and "cheese" comments all the
way over here! ;-)
The catch is they are not imperial. I personally view the fluff for
the empire in 40K/SM as this: The emporer is a fifth chaos power. It
was the ONE thing about Rogue Trader (a.k.a. 40K version 1.0) that I
didn't like, even the humans were evil!!! On one page (don't
remember which page and I don't have my RT book here at work) there
was a picture of two obviously Chapterless marines at a table in a
bar somewhere with slogans on the wall like "Down with the Emporer!"
It was my inspiration for a rebel (NON CHAOS) army. Basically made
up of rag tag elements of non-chaos traitors/rebels from all human
sources. I have been carrying a back story in my head for my rebels
(affectionately known as "Trouble Corp") for many years now. The
long and the short of it is they view themselves as the true warriors
of humanity, they loathe chaos and as far as they are concerned, that
includes the emperor!
Now I admit that I am not sure how to overcome the obvious cheese
factor of IG and SM mix, and frankly I don't think it HAS to be that
way, I just happen to have some cool IG mini's, but not enough to
field even a small IG army on their own. So I started using them
as "allies" to my rebel SM.
My rebel SM did not have any of the chapter specific stuff like Dark
Knights or Deathwing etc. so I felt it was something of a wash.
What would your suggestion be? An SM only "chapter" with its own
fluff units or a toned down (i.e. rag-tag less powerfull) SM, IG,
humans mix? I really don't see value in doing special rules just for
my "love humans, hate the emporer" attitude to 40K but...
