Hi!
Hmm...the tyranid book makes no reference to "phases" of being only able
to deploy in his own zone. They work pretty much like drop pods in
landing anywhere. What am I missing?

Why limit an army to be _all_ deployed with pods or only in its
deployment zone? The same restriction, if applied, should go for all
armies with pods, since the same principles could be applied to
different armies.
