You could tie the number of blank cards to a preticular army's technical capabilites. For example, the Eldar would get alot, the Imperial Guard would be in the middle, and the Orks would be at bottom. Blank cards could also represent surprise or other on board avantages. Ed

This is a good idea really. Much easier than the boxes or curatin (which
is ideal IMO). Just have to insure that each side gets a certain number of
"blank" cards that get placed as well, just to keep your opponent guessing
a bit more.
