It's only a limitation if the player *wants* to field lots of tanks. If you're happy with lots of cav and assault units, it's not a limitation at all. And if I want lots of tanks I'll field Blood Angels or Iron Hands. Each army has a flavor, and if I don't like the flavor I won't play that army.

Also, I have a general dislike of "if... then..." rules - there's too much room for quibbling and misunderstanding. I prefer a "you must..." or "you cannot..." phrasing.

Probably a combination of things. Exams, vacations, and for me, moving.
