This sounds like a Great 'Patch' and will certainly do the job for the
forseeable future:

(as far as the Chaos / Titan Legions army list, I will happily
volunteer to put one together, at least as a rough draft for review.
I've been painting a lot of Chaos lately (since my Eldar are basically
done and I'm procrastinating on the Exodites for some reason).

I've been playing since Adeptus Titanicus and have a full set of back
issue White Dwarves, Citadel journals, and all the RuleBooks for all
the editions: I can thoroughly research the background and develop the
core concepts for legion Construction. With a little bit of
assistance form someone to crunch the numbers of Points Values for
Imperators, and a little assistance from someone who has the Comic
Books, we should have no tribble atoll.

list, which is a lot of work and repetition I'm not willing to do. So
how about this:

lists would each have a warlord-class titan (Banelord, Bubonis, etc)
that would be slightly better than a standard Warlord. We can make
them all customizable, taking the weapons from all the unique titans
and putting them in the generic 'chaos titan weapons' list.

about. If you want a Chaos/something army you can get a few Chaos
titans as special cards. If you want a Chaos Legion it'll give you
access to all the Marine equipment and the Warlord (via the SM Special
card). And if you want to run lots of chaos titans you can put
together a Titan Legions army (assuming your opponent agrees to the
Battle Group rule) and stick on some Chaos units (from both the
standard and Power lists).

able to field?' discussion, and I no longer think it matters. I can
put in a note saying 'these units are pre-Heresy', but the Chaos
legions aren't entirely static - some of them have modern weapons. A
Pre-heresy list should cover things, rather than publishing a cut-down
army list for them.

go away. I'd move the units that weren't available through the Space
Marines into the Standard Chaos List. Nobody would lose a thing, and
it'd be almost completely similar to how you'd put together a Space
Marine Chapter army.
