No, in net epic only three races have them:
Eldars & Tech guards at company level
Orks as special card
If every race could have them, as in space marines, this hull gift could be
balanced, but not actually.

Really do you think that the range limit is a huge penalization? Generally
titans are excellent in support if massed; imperials & orks stay most of the
time on first fire, so this is not a limit, eldars could stay in place with
advance order and shoot their pulsars etc..
The real advantage of battle groups for imperials & eldars is that they can
field company level titan without the need to take a special card for each
one and IMHO this is balanced with the range restriction, hull save is an
unjustified gift.
