This is an excelent idea. My gaming group has already used it for some time
now, and it has proven to be balanced.

How about this?

When any shot hits an Eldar Titan, the attacker picks a location, as
usual, but then must roll the Template Up/Down, Left/Right Scatter Dice,
to see where it really landed.

The Holo-field distorted the aim.

Some shots will miss, and those that don't, will many times hit less
vital areas.
