Because they needed something to make them play differently to the other
armies. The Ork Mekboy Kards make the force even more Orky (with things
blowing up or whizzing around). Chaos Cards represent gifts and mutations
from the gods. Tyranid Cards represent unique bio-developments by the
'Nids and allow them a little more control over their forces. Imperial and
Squats don't need them as their Flavour comes from their actual UNITS.
They play 'normally'. The Orks, Chaos and 'Nids all have the extra cards
to make them play differently to a 'standard' force like the Imperials.
