Actually he's pretty standard... a warlord normally moves 15 charges
30... he can give up weapons fire to get an extra 15cm move to go to
45. the 2 extra weapons come in the form of the two Hellblades... on
my Miniature they're extra arms.. which is why I paid double for
them. Not something i'd reccomend for regular Chaos titans but I
figured it's not a big abuse for single character titans that have
fixed values.
Yes he has 6 void shields, as per standard titan.. I actually toyed
with giving him 8... but he still needs more playtesting to be sure ;>

I think I have seen the Bubonis rules.. isn't that the Chaos
Imperator they did in a WD years back?
