If we where to assign CC modifyers I would like to see a penalty on cavalry
and walkers in woods & rough terrain.

            I can see how a modifier could be applied to CC if the two
opposing units
            are in different terrain. For example, one unit is on the inside

            They both have to fight through the same wall...
            Can anybody else think of any situations where a CC modifier
might apply?

That's a thought. Mostly everyone gives modifiers to hit, not close combat.
Of course it stands to reason that troops assaulting other troops in
fortified positions should have a bad day.
 
I suppose using the same modifier for shooting as a modifier for close
combat would work, at least its a simple solution.

I noticed that under the terrain section there are two types of terrain that
made me wonder about a third type.
 
1. buildings which give a -2 to hit modifier
 
and
 
2. barbwire and fences which need advance orders to cross and have no to hit
modifier
 
what about walls or building rubble that forms wall that would be something
between the two like requiring advance orders to cross and give a -1
modifier
 
also has anyone ever thought of addressing close combat modifiers?
