Yes, your point is correct but think about this. The Necrons are great in
number but also would be fighting in far away Galaxies whereas the Slann
would be used more readily to fight tyranids and Chaos in the Imperium as
well as other races that did not wish to submit to them. It would be easier
to make Necrons and dispatch them to the far reaches while keeping enough
nearby to help the Slann, Exodus and Dracon forces. Instead of spreading the
Slann out even further.
