According to the V.4.0 rules, only Necrons can use the
scarab card, and only company cards at that. That means
only 2 comp. cards can use it.
Was your intention that anyone could use it?

Hmm.. I don't remember assigning the card to a particular force. But then
again it does sound like a true slann unit or necron for that matter.
By the way its not a ruling but a recommendation. I'd like to hear what
others have to say. We already know that bloodletters work well, so the
necron's with a repair roll that extends to close combat makes them tough
but not overly so. Also the points would be kept the same.

thought that card was just for the Necrons to use? Don't seem fair to let
the other Slann use it. But Peter has put out the ruling on what we wanted
to do.
