Hi!
Probably what will happen is that they will get that one save and the
background will change a little bit to reflect that these necron drones are
not citizens but newly produced droids that must first show their mettle in
combat to earn that right. The necron lords stay the same as commanders.
battlesuits are now only for true slann and necron lords as citizens.
The repair role will probably work in close combat and the costs will
decrease. They will be a more effective cannon fodder force to field, still
strong but less expensive.

I never thought the Necrons were that deadly. Expensive yes but effectively
mediocre. The disruptor field was its best attribute as their CAF values
weren't super. The repair wasn't that effective either and we often forgot
to roll for it (one of us had to remind each other at the end of the turns).
I actually like the orginal Scarabs that could leap onto troops. These were
cool and effective, kind of worked like the shokk attack gun but with less
range but more deadly. I missed all the hubbub when the Necron costs were
raised, but I think they are a little too expensive to field. My thoughts.
