In the original Scarab rules, everyone could use them, but it
was changed in the V.4.0 rules.

The Necron change came up because Hellreich wants to change
them.

Hmmm.. missed that. It was my intention that at least true slann and necrons
could use it, maybe everyone.

As for the close combat/repair thing being worth it, I don't know, is a
bloodletter detachment for 150 worth it?

To tell you the truth I'd leave the Necron saves as they are right now. They
seem to work. Also they are all machines anyway, I don't see much difference
in the resilience of a vehicle or a battlesuit armored necron, the small
difference is already shown on the stats.

Why this come up anyway? You can tell I'm somewhat lost on this one.

According to the V.4.0 rules, only Necrons can use the
scarab card, and only company cards at that. That means
only 2 comp. cards can use it.
Was your intention that anyone could use it?
