First lets all calm down.
I understand the concerns that making rules for one case could and can affect teh rules for everything else. What is unfortunate is that The Imperator is by its virtue an exception to the rule. While vehicles protect their occupant and the rules state only the vehicle is targeted and when destroyed the bail out rules apply, the same is not so for the Imperator. This titan is a strange meld rules wise of vehicle rules and buildings/fortification rules. It offers the ability to fire out of it, unlike vehicles, but undoubtably offers protection to the boarded troops.
The Imperator has to be dealt with by sections. Its legs also dubbed bastions for all intent and purpose ARE in fact buildings. Troops there can shoot out, are protected by shields but are vulnerable to enemy fire, remember they can also assault the leg bastions just like they were buildings. So if the titan is unshielded troops in these locations ARE vulnerable to barrage weapons that ignore cover, note this is a VERY narrow vulnerability since not that many weapons are capable of this. Not direct fire weapons work because the fireholes are to small to be targetted effectively. Fire and barrages that ignore cover however are another matter. Remember that the leg armor is to shield the troops more than the titan itself.
The upper realms of the Imperator are sealed and not accessible to the outside, you can fire from there nor befired upon by any means, theres no fireholes here where flames and radiation can get in, so unless a location is breached they troops inside are safe as long as the Imperator is intact.
In summary its NOT a strait answer one rule for all the titan, it must be done in parts and different standards applied to each part. It may be cumbersome true, but a sweeping generalization either way is not a fair gauge either. I am inclined to accept this since the Imperator is the only such unit with these "mixed" rules.
