I don't think it is possible because the cost is a function of; fp, AV,
speed, armour, special abilities (all quantifiable) AND the tactical
value to the race, eg. orks have no AT weaponry, therefore AT guns are of
more value to orks than they are to marines. eg2. A transport unit for
orks would be of incredible value, and even if it was just a rhino, it's
tactical value would be astounding, and I would rate it at worth more
than 7pts.
